Redwing provides consulting/compliance services to a variety of public and private clients under the National Environmental Policy Act (NEPA). Services include project scoping, field studies and data analysis, agency coordination and environmental document preparation.
Redwing has conducted terrestrial and aquatic baseline studies quantifying plant community and wildlife components, as well as potential impacts to threatened/endangered species. Socioeconomic base studies have been provided, as well as purpose and need assessments, and detailed alternatives analysis. Document preparation has included baseline study reports, Environmental Assessments (EAs), Categorical Exclusions (CEs), and Findings of No Significant Impact (FONSIs). Redwing, and its principals in previous positions, have conducted NEPA services under the Kentucky Transportation Cabinet (KYTC), Indiana Department of Transportation (INDOT), the Ohio Department of Transportation, U.S. Air Force, the U.S. Postal Service, the National Park Service, the Federal Highway Administration (FHWA), the Federal Energy Regulatory Commission (FERC), and Indiana Housing Finance Authority.

  KENTUCKY 15 EA
  PERRY COUNTY, KENTUCKY

Redwing conducted comprehensive baseline studies, project coordination and document preparation services for a highway expansion project under the FHWA. Projects conducted since 1992 have included existing highway expansion, bridge relocation, and cross country alternatives. Field studies were completed for terrestrial ecology, aquatic ecology, and socioeconomics. Key base study issues included threatened/endangered species and residential/commercial relocations. Under these numerous projects, Redwing personnel have prepared various base study reports, two complete EA documents, and one long-form FONSI. Coordination has included meetings with the FHWA, the KYTC and the project team, conducting public meetings along with the prime engineer and KYTC staff, and preparation of responses to agency and public comments on draft reports.

  RIVER ROAD EXPANSION
  PERRY COUNTY, INDIANA

Redwing performed an environmental assessment following the CE guidelines developed by the INDOT. The proposed project would expand the existing River Road from a one-lane, gravel, local access road to a two-lane paved road allowing direct access for delivery and freight vehicles to the Tell City River Port. Services included a water/wetland delineation of the project corridor, oversight of an archaeological survey, coordination with various resource and regulatory agencies, a database search for known environmental concerns, a reconnaissance for federally protected species, and preparation of an Environmental Assessment Report.

  NATURAL GAS PIPELINE PROJECTS
  ASHLAND, GUERNSEY, HOCKING, HOLMES AND RICHLAND COUNTIES, OHIO

Redwing has conducted a variety of NEPA-related services under FERC guidelines for natural gas pipeline projects across Ohio. These projects have required ecological baseline studies, coordination of archaeological surveys, socioeconomic data gathering, preparation of full ecological baseline reports, preparation of 7b/7c EA documents, as well as coordination with a broad range of state and federal resource agencies. Projects have included replacement of existing pipelines and wells, construction of new pipelines, and expansion of existing facilities.
